• In September 2020, The Small Industries Development Bank of India (Sidbi) signed a memorandum of understanding (MoU) with the Rajasthan government to develop the MSME ecosystem in the state.
• Rajasthan has 26.87 Lakh MSMEs and has created an opportunities for 46.33 Lakh employment with major thrust on growth of Women MSMEs (3,80,007 number).
• The Economic Survey 2019-20 tabled in Parliament noted that states like Rajasthan which went for deregulation of labour laws created more jobs than those which followed old legal framework.

Objective:

The key objective of the scheme is to provide a platform for women’s Self Help Groups (SHGs) to showcase their innovations and entrepreneurial skill at the district and state levels

Overview:

• Under the scheme, platforms are being provided to the members of self-help groups in every district through skill training
• The scheme sets out to organise various Hirkani camps at each taluka-district level to train women entrepreneurs, self-help groups and implement their new entrepreneurial ideas and provide them a market
• Under the scheme, deserving participants and their ideas will be then provided government support in the form of financial assistance to further develop their ideas and mentorship to transform their ideas into real businesses. One Hirkani will be selected from every districts and at state level one Hirakani from these Hirkani will be selected and she will be provided assistance to set up her own venture.

• Under the scheme, the Government plans to help the rural women by setting up SHGs and providing them financial assistance
• Rs 68.53 crore will be distributed in the next three years as part of the programme, including Rs 10,000 as loan per person to those from very poor families
• Self-help groups (SHGs) will get financial assistance of Rs 20,000 for repayment of loans and working capital of Rs 2 lakh will be made available to women entrepreneurs

Objective:

Initiated in 2018, Maharashtra Startup Week is a platform to encourage, engage and enable the state’s entrepreneurial ecosystem. It aims to provide startups with a platform to showcase their innovative solutions to the Government of Maharashtra.

Overview:

• It seeks to achieve dual objective of improving citizen services and also leveraging and nurture thriving startup ecosystem with opportunities for growth and collaboration.
• Startups from sectors such as education, skilling, healthcare, agriculture, clean energy, environment, water and waste management, smart infrastructure and mobility, governance and miscellaneous are taken up.
• With the help of multiple ecosystem partners, the top 100 startups are selected to present their solutions to an esteemed panel of judges comprising representatives from the government, industry, academia and investors and receive work orders of up to Rs 15 lakh.
• In the last edition, Urvi Agrotech worked with the Women and Child Development Department of Maharashtra on a pilot project to provide hand tractors to women self-help groups (SHGs).

Objective:

Key objective of the project is to empower women by improving their access to microfinance and to activities as microentrepreneurs and improve household incomes from diversified farming and from off-farm activities

Overview:

• CAIM was designed with a goal of developing resilient, sustainable and diversified on-farm and off-farm livelihood systems, allowing households to face climatic and market risks without falling back into poverty and distress and empower women through microfinance and microenterprises
• According to the Impact Evaluation Report , the impact of income-generating work on the household incomes of women has been robust and has substantially increased (56.2%) in the CAIM households as compared to that of the Control ones (28.8%). This reflects the noticeable success of the CAIM programmes to engage women through different programmes linked to farm as well as non-farm enterprises since 2012
• Another striking finding of the report was that a higher number of women in all the districts availed of formal loans as compared to men. The total proportion of formal loans taken by women was 63.4% as against 46.8%for men. The higher share of formal credit and lower share of informal loans availed of by women is a strong indicator of women’s empowerment stemming from the CAIM programme
• All the women in the selected areas were associated with at least one SHG. Most of the members readily revealed that their incomes as well as savings had increased due to the CAIM interventions. The project supported 13,235 SHGs with a total membership of 155,784 women.
• The project area includes 1,200 villages in the districts of Akola, Amravati, Buldhana, Wardha, Washim and Yavatmal.

Objective:

Aims at creating awareness regarding legal matters, social and financial knowledge among the members of women Self Help Groups

Overview:

• Currently, the Commission is working with more than 450 organizations and aims to financially empower the women through “Prajwala Yojna” with women’s protectiion. Under this scheme, women in self-help groups are trained in a planned manner
• The scheme targets to increase the quantity, participation, loans to the existing women, and to increase the number of people in need. It is planning to set up an online platform in the services sector and the increase in the number of SHGs in the district
• The scheme is being implemented across the state and clusters of industry entities are being created keeping in view the availability of local resources in the district
• The government plans to create a comprehensive market for the products of the group through the Prajna market

Objective:

Overview:

• The MSRLM program goes beyond income generation activities and employment programs to include capacity building, financial inclusion, social mobilization and marketing services as equally important elements of livelihoods enhancement.
• According to a Report, till 2017, 831 new Jan Dhan accouts were opened, 9162 SHGs were formed 10,297 SHG members got a job card under MNREGS.

Objective:

Aims to improve the standard of life of women and their entrepreneurship skills. Under the scheme, 365 organisations have been created to help empower rural women

Overview:

• Under this program 365 organizations were created which helped empowerment of rural women. It is an
  ambitious program of Rs. 528 crore
• Through this scheme, the government aims to get one lakh households out of poverty, and accelerate work on five lakh self-help groups and other initiatives related to women empowerment
• The budget announced a Navtejaswini Yojana, at a cost of ₹528 crore
• The state will spend ₹252 crore on a women safety initiative planned for three years on a pilot basis, to set up long-term measures for women’s safety and eliminate crimes against women
• The government also announced a new scheme to make widows, abandoned and divorcee women independent and self-sufficient. A provision of ₹200 crore made for the scheme in the first year
• Focusing on employment schemes for women and youth from minority communities, the state will spend another ₹100 crore to create employment opportunities and skill development programmes. Additionally, it has reserved 30% of the industrial parks, planned to be created in 50 tehsils at a cost of ₹300 crore, for women entrepreneurs

Objective:

Programme has been implemented with the assistance of the Government of Maharashtra and IFAD (International Fund for Agricultural Development). This program is aimed at providing stability and sustainability to the SHG movement in the state

Overview:

• In Maharashtra, the project achieved strong results in relation to financial inclusion, with the majority of SHGs having active bank loans at project completion.
• According to IFAD’s project evaluation report realeased in July 2020, Tejaswini developed a successful model of self-financing SHG apex organizations that provide valued economic and social services to poor and marginalized women.
• Tejaswini aimed to strengthen existing and form new SHGs, with a target of 62,675 SHGs in Maharashtra and during the last couple of years, 315 Community Managed Resouce Centres (CMRCs) were formed in Maharashtra but 10 were closed and 5 were merged with others in a drive to achieve sustainability. Of the remaining 300 CMRCs, 232 were supported by MAVIM directly and 68 were supported by
  Resource NGOs.
• During the course of the evaluation project, it was recorded that 86 per cent of SHGs had been credit-linked with banks and 79 per cent ofeligible SHGs had active bank loans at project completion.

Objective:

The policy aims to create more women entrepreneurs by giving a push to investments in industrially backward belts in Maharashtra

Overview:

• In December 2017, the Maharashtra Government announced an exclusive Industrial Policy for Women. Under the policy, first-generation women entrepreneurs who set up micro, small or medium enterprises in the state would be entitled to a capital subsidy of up to Rs 1 crore, depending on location of the unit
• The state will incur 15% to 35% of the investment cost in a project and will continue to invest at a low-interest rate of up to 5% for a five-year tenure after the production begins
• To avail benefits under the policy, women need to be 100% owners of their business, in addition to that – 50% of the work force of the business should be women
• A financial assistance of Rs 50 lakh would be provided to (women enterprenures) for participating in foreign exhibitions
• For a wider exposure, women-led business will receive Rs 50,000 or 75% of the rent in a domestic exhibition while about Rs 3 lakh for international events. Also, 50% of the expenditure for the exhibition organized for women entrepreneurs will be provided in maximum limit of Rs. 10 lakhs”

• A total of 1,50,000 e-sakhis are selected through an open competitive process who in turn work to make every other Rajasthani digitally literate
• Every eighth person from every village and every fourth or fifth person in wards in urban/ sub-urban areas are appointed as eSakhis. Any women between the age-group of 20-35 years and have passed Class XII can apply for being an e-Sakhi

Objective:

To create a compelling start-up ecosystem in the state, operationalized a start-up hub to provide a support system to rising entrepreneurs by providing them to pitch ideas and connect with potential investors

Overview:

• Bhamashah Techno Fund of Rs. 500 Crores for Start-ups has been established. Rs. 100 Crore from the total fund has been ear-marked for women start-ups
• The growth of Rajasthan startups has been heavily supported by government initiatives such as the state-of-the-art co-working space and incubator in Bhamashah Techno Hub
• The world’s largest women-only residential institute Banasthali Vidyapith has also emerged as a prime contributor to the Rajasthan’s start-up ecosystem through the establishment of its incubator, the Atal Incubation Centre (AIC)
• Banasthali Vidyapith partnered with NITI Aayog to set up this incubation center. AIC is focussed on developing incubation programmes which are especially designed to meet the needs of women-led startups. Banasthali Vidyapith’s portfolio includes Miss Chhotees, Educloud, Robokart and more.

• Under this women empowerment scheme, women across the state offered with free bank accounts along with Bhamashah card
• Bank Account and Bhamashah Card, which is made in the name of the lady of the house, empowers her to be the decision-maker for the family, for effective use of all cash and non-cash benefits under various public welfare schemes of the government
• The yojana tries to build a better society for women and empowers women for the progress of the State. Every lady of every household has to make Bhamashah card to avail the benefits of the yojana
• Maximum limit of loan is Rs. 10 lakhs for service and trading activity and Rs. 25 lakhs for manufacturing activity”

Objective:

With an aim to empower women by strengething women SHGs and make women self-reliant and financially empowered

Overview:

• Rajasthan Chief Minister, Ashok Gehlot has launched a Rs 1,000 crore fund for empowerment of women in the state (provision of Rs. 200 crore per year, i.e., Rs. 1000 crore for 5 years)
• Assist in giving loans up to Rs 1 crore to women self-help groups to start their own businesses or set up enterprises and make them self-reliant
• There are 5 schemes under this fund:
  (a) Under Indira Mahila Shakti Prashikshan & Kaushal Sanvardhan Yojana, 75,000 women and girls will get free computer training
  (b) Under Indira Mahila Shakti Lekha Prashikshan Yojana, 5,000 women will be trained in accounting
  (c) Under Indira Mahila Shakti Shiksha Setu Yojana, drop-out girls and women deprived of education will be reimbursed the fees for studying through Rajasthan State Open School, with approx. 50,000 girls and women being benefited from this

Overview:

• Although Rajasthan’s infant mortality rate (IMR) has reduced significantly since 2014, but its IMR of 38 deaths per 1000 live births, as of 2017, is still higher than the national average of 33
• According to the National Commission for Protection of Child Rights (NCPCR), Rajasthan has recorded a 20% reduction in child marriages, but it still ranks among the top 12 states where prevalence of child marriage is very high. According to reports, the pandemic has given rise to child marraiges again.

Objective:

To focus on generating self-employment opportunities through micro-enterprise establishments in the non-farm sector by helping unemployed youth and traditional artisans

Overview:

• PMEGP is a merger of two schemes, namely, Prime Minister’s Rojgar Yojna and Rural Employment Generation Programme
• The scheme is implemented by Khadi and Village Industries Commission (KVIC) functioning as the nodal agency at the national level. At the state level, the scheme is implemented through State KVIC Directorates, State Khadi and Village Industries Boards (KVIBs), District Industries Centres (DICs) and banks. In such cases KVIC routes government subsidy through designated banks for eventual disbursal to the beneficiaries / entrepreneurs directly into their bank accounts
• Maximum project cost Rs 10 lakh in the service sector and Rs 25 lakh in the manufacturing sector is this limit
• Any industry including coir based projects (excluding those mentioned in the negative list) can take advantage of this scheme with a 2 week training period
• Under the scheme, women entrepreneurs are covered under Special Category and are entitled to 25% and 35% subsidies for the project set up in urban and rural areas respectively. For women beneficiaries, own contribution is only 5% of the project cost while for general category it is 10%

Objective:

Poverty reduction scheme, with an aim to create efficient and strong institutional platforms of the rural poor, particularliy women, and enabling them to increase household income through sustainable livelihood enhancements and improved access to financial services

Overview:

• Has set out with an agenda to cover 7 Crore rural poor households, across 600 districts, 6000 blocks, 2.5 lakh Gram Panchayats and 6 lakh villages in the country through self-managed Self Help Groups (SHGs) and federated institutions and support them for livelihoods collectives in a period of 8-10 years
• Special emphasis is particularly on vulnerable communities such as manual scavengers, victims of human trafficking, Particularly Vulnerable Tribal Groups (PVTGs), Persons with Disabilities (PwDs) and bonded labour
• The poor would be facilitated to achieve increased access to their rights, entitlements and public services, diversified risk and better social indicators of empowerment. NRLM believes in harnessing the innate capabilities of the poor and complements them with capacities such as information, knowledge, skills, tools, finance and collectivization

Objective:

To promote women entrepreneurs among the poor and vulnerable section of women, with sustainable employment by developing their technical skills and entrepreneurial capabilities via various support services

Overview:

• The scheme aims to empower women by providing credit to projects, conducting specific training and counselling, and eliciting information on related needs
• Since it is difficult for poor women to access credit, therefore, a credit will be made available to them via NGOs who are capable of handling the funds in a responsible manner
• Credit: Provides for a government grant of upto 30% of the total project (in the non-farm sector) cost as appraised by lending institutions. These institutions would finance the remaining 70%. Women beneficiaries who are eligible for the scheme will be provided a credit of up to Rs.1 lakh for each programme
• Training & Counselling: Provided by select organisations who also contribute a minimum of 25% of the cost – NGOs/ NISIET/ MSMEs/ Entrepreneurship Development Institutes (EDIs)

Objective:

To meet needs and aspirations of budding women entrepreneurs, creating a web-based marketing platform to act as a catalyst for women entreprenurs to directly sell to the buyers

Overview:

• A government initiative to promote women entrepreneurship by creating a direct online digital market platform for women who are linked to NGO through Self-Help Groups (SHGs) and other women entrepreneurs that helps them to sell and display their self-made products and services on this platform
•  It is an initiative for women across the country as a part of ‘Digital India’ and ‘Stand Up India’ initiatives and set up by MoWCD under Rashtriya Mahila Kosh (RMK)
• Opportunity to leverage technology for showcasing products made/manufactured/sold by them. To see the products displayed and showcase services being provided by them which reflect creative potential e.g. tailoring
• E-Haat requires a mobile number only, as entire business of E-Haat can be handled through a mobile by the producer, enabling a direct interface between buyer and seller.

Objective:

To empower rural women through community participation and to create an environment in which they realize their full potential

Overview:

• Approved in November 2017 as a centrally sponsored scheme that aims to provide an interface for rural women to approach the government for availing their entitlements and for empowering them through awareness generation, training and capacity building
• Envisaged to work at multiple levels:
  (a) National Level (domain based knowledge support) – Domain based experts to provide support in implementation of all women centric schemes/programmes of the Government with the aim to strengthen the conceptual and programmatic basis of such schemes through convergence with Ministries and State Government /UTs
  (b) State Level (State Resource Centre for Women) – The Centres to provide technical assistance towards implementing programmes, laws and schemes meant for women through effective coordination at the State/UT level. SRCWs will continue to review and evaluate existing policies, programmes and legislations so that activities, which are cross-cutting and multi-disciplinary in nature, synergise harmoniously to reach women beneficiaries
  (c) District Level – District Level Centre for Women (DLCW) has been envisaged which will collate information on government programmes, schemes and services meant for women empowerment (including Beti Bachao Beti Padao (BBBP), One Stop Centre, Women Helpline, Mahila Police Volunteers, Swadhar, Ujja wala, etc.) to cover 640 districts and will serve as a link between village/block and state level. These centres will also give foothold for BBBP Scheme at the district level.
  (d) Block Level – Activities under Mahila Shakti Kendra (MSK) will be implemented at the Gram Panchayat level and will be facilitated through Block/Taluk level centres, which will serve as the focal points and will be called MSK- Block Level. The block level centres will be run by a Block Level Committee (BLC) with members as nominated by DC/DM. The block level initiative is meant to promote community participation through involvement of Student Volunteers for empowering rural women and NSS/NCC cadre students can also be associated. These will cover all the GPs/ Anganwadi Centres in the selected block. Services shall be provided at Gram Panchayat level through convergence with frontline workers such as Accredited Social Health Activists (ASHAs), Anganwadi Workers (AWW), Auxiliary Nurse Midwife (ANMs), Common Service Centres (CSCs), Women SHGs, Bank Correspondents, Shiksha Mitra, Krishi Mitra, Elected Women Representatives (EWRs), Protection Officers (VAW), Mahila Police Volunteers (MPV), Nyaya Mitra etc.
• Women empowerment is multi-dimensional and the services provided under MSK will build upon by leveraging available resources of variety of schemes/programmes of the government at the district/block level
• To be implemented with a cost sharing pattern between the Central Government and the States as 60:40, except in respect of North Eastern and Special Category States where the cost sharing ratio shall be 90:10.

Objective:

To provide industry-relevant skill training to the youth in order to secure better livelihood opportunities

Overview:

•  The scheme aims to 10 million youth during the period 2016 -2020, with training and assessment fees completely paid by the government
• Short-term training: Training Centres to benefit either school/ college drop-outs or unemployed. Training is provided based on the National Skill Qualification Framework (NSQF) and imparting soft skills, entrepreneurship, fianncial and digital literacy. Upon successful completion of their assessment, candidates shall be provided placement assistance by Training Partners
• Recognition of Prior Learning: Individuals with prior learning experience or skills shall be assessed and certified under the RPL component of the Scheme. It aims to align the competencies of the unregulated workforce of the country to the NSQF. Sector Skill Councils are usually the project implementing agencies
•  Special Projects: This component envisages the creation of a platform that will facilitate trainings in special areas and/or premises of Government bodies, Corporates or Industry bodies, and trainings in special job roles not defined under the available Qualification Packs (QPs)/National Occupational Standards (NOSs)
  Kaushal and Rozgar Mela: Social and community mobilisation is critical for success of the scheme, therefore PMKVY assigns special importance to the involvement of the target beneficiaries through a defined mobilisation process, where TPs shall conduct Kaushal and Rozgar Melas every six months with press/media coverage
•  Placement Guidelines: Envisages to link the aptitude, aspiration, and knowledge of the skilled workforce it creates with employment opportunities and demands in the market. TCs to provide placement opportunities to candidates, trained and certified under the Scheme and shall also provide support to entrepreneurship development
•  Monitoring Guidelines: To ensure that high standards of quality are maintained by TCs, NSDC and empaneled Inspection Agencies shall use various methodologies, such as self-audit reporting, call validations, surprise visits, and monitoring through the Skills Development Management System (SDMS).

Objective:

To create an enabling ecosystem for underserved sector of people, which facilitates and provides a supportive environment for doing business and participate in the economic growth of the country

Overview:

• Aims at promoting entrepreneurship among women and scheduled castes and tribes through three pillars -handholding support, providing information on financing and credit guarantee
• Facilitates bank loans between Rs. 10 lakh and Rs. 1 Crore to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one-woman borrower per bank branch for setting up a greenfield enterprise – may be in manufacturing, services or the trading sector.

Objective:

To create and foster an inclusive, sustainable and value based entrepreneurial culture, with an aim to lend to micro businesses

Overview:

• The scheme provides credit to small entrepreneurs without the need for collateral or a guarantor
• Loan upto Rs. 10 lakh is provided to the non-corporate, non-farm small/micro enterprises. Borrowers can avail loan facility from any Public/Private/ Regional Rural Banks, NBFCs and MFIs
• unsecured/ non-collateral loans to enable budding entrepreneurs
• There is no processing fee for loans up to Rs. 50,000
• Three products categories – ‘Shishu’, ‘Kishore’ and ‘Tarun’ to signify the stage of growth / development and funding needs of the beneficiary – as per 2018-2019 report, Shishu loans (SMEs at launch phase) are most popular with 86% of the total number of loans issued; Kishore loans clocked 11%; Tarun loans stood at 3%”
